What changed in August 2026?
The EU Packaging and Packaging Waste Regulation (PPWR) applies since 12 August 2026.
- Sell into a country → responsible in that country. If you sell directly to end customers in another EU member state, you are treated as the “producer” there — with extended producer responsibility (EPR) obligations in that state.
- Size doesn't exempt you. The obligations can apply regardless of how small your business is. Registration, local representation, reporting and fees — per country.
- The costs multiply. Registration + authorised representative + producer responsibility organisation + reporting, in every country you ship to. Small sellers are already considering excluding EU countries from shipping.
